In my view - One of EAS has suffered greatly due to it's 'broadcasters can 
opt out if they want to' problem.  No one wants an alarm that may or may not 
work when needed.   Tools of this nature end up being removed from the tool 
box never to return.

When and If we get GMC - the entire complexion of EAS will change. ...At 
least I can dream.
