Thank you all very, very much for a concise and accurate appraisal of
the situation. I forwarded the entire digest to the gentleman that
requested the information so he could see the general sense of the
group. I agree that Part 11 should be a lot clearer on defining a SECC.
Could it be that the FCC attorneys were afraid of treading on 10th
Amendment ground and decided that ambiguity was the best course? "You
(the States) have to have this committee to present us (FCC) with the
plan we require, but how you do it is completely and totally up to you"
Reminds me a bit of "You have to maintain transmitter power between 90%
and 105%, and prove you were keeping tabs on it, but you don't have to
keep a log."
