[EAS] Authority to form State Emerg. Comm. Committees

The state plan is referred to in several places in Chapter
11, see particularly Section 11.21.  Stations must monitor 2
sources as "specified by the state plan."

The state plan must merely be approved by the FCC's EAS
folks, presumably it could be put together by any group. 
There is nothing in Chapter 11 that requires state
government to establish any kind of body to do this.

However, I do believe there are FEMA requirements for a
state to have such a body, that is probably where the
regulations reside. There are FCC regulations that apply to
wired communications (e.g.--911), there may also be
something buried under public safety radio, especially with
the push for coordination of public safety communications.
