[EAS] Authority to form State Emerg. Comm. Committees

The lack of any structure or direction for the state
committees reflects the national focus of the EAS system.
The rules are stuck in a top-down Conelrad era concept of
seizing the Red and Blue networks to tell everyone that the
Bear bombers are coming over the poles. 

CAP really isn't all that different. Just grafting the
internet on 50's era structures. 

However, adding more rules, creating more formal state
structures, and more mandates would not help matters.  We
don't need another sandbox for the politicians to play in.
