Yes, on the ENDEC, you want to use the default for location codes, 
which is a wildcard for "any".  You can also explicitly set "any".

Shortly after FEMA sends out its best practices document, Sage will 
publish a check list for everyone to verify that their Sage unit 
(1822 and 3644) unit will do the right thing.
