[EAS] Update on EAS Unit Reprogramming for National Test

Sorry. My mistake. It is in Setup Menu Item 11 that the FIPS for Washington DC needs to be added. (I am out of the office and do not have access to the documentation I need and have to rely on memory.)

The other problem is that TFT Menu Item 10 is "Events to Auto Forward" while
Menu Item 11 is "Locations to Auto Forward"...so do we need to add EAN to
Menu Setup Item 10 and the DC FIPS Code to Menu Item 11?
