Hi, Gary-

I totally agree with you that there are a number of potential causes for IP delivery failure, and to comply in good faith with existing Part 11 FCC rules, something needs to be done and that 'Something' needs to be reflected in what a revised Part 11 says.

There are people connected with DHS/FEMA IPAWS who have enough network experience to come up with CAP "debug" information.

Eventually we will find out if the Comment procedure will persuade the FCC to write "CAP debug" requirements for IPAWS into the rules, or possibly relieve us of having to become network detectives for CAP compliance.

Whatever applies to Federal CAP, I would suggest it should apply at the state and local levels for CAP as well,
