Richard,

We might know that the message was sent, but that
doesn't necessarily tell us why it didn't arrive,
or why it arrived so late as to be useless.  If
the CAP decoder fails to receive all tests, the
point of failure is pretty obvious.  For randomly
missed tests, the troubleshooting could become
involved.
