[EAS] Update on EAS Unit Reprogramming for National Test

Just went through my newest TFT.  It had the option of 000000, and I added 011001 for Washington D.C. and it gave me the option of adding 011000 for all of D.C.   I thought Washington city was all of D.C.!
        Hopefully my New Sage units will be in before I have to test it, but I'll have the old units set up anyway as a backup.

There seems to be less than equal footing relating to EAS rules, past or
future, as my two EAS units (old and new) both had coding for "000000", with
the newer unit coding it for "Entire US" by default.
Why would manufacturers code something which has no basis? Seems to me that
the code exists even with no rule in place to certify it.
