[EAS] Update on EAS Unit Reprogramming for National Test

There seems to be less than equal footing relating to EAS rules, past or
future, as my two EAS units (old and new) both had coding for "000000", with
the newer unit coding it for "Entire US" by default.
Why would manufacturers code something which has no basis? Seems to me that
the code exists even with no rule in place to certify it.
