[EAS] Update on EAS Unit Reprogramming for National Test

On the SAGE (legacy at least) when you set the incoming filter for  
EAN, and when you select an area, wouldn't selecting "ANY" do the  
trick for a national?
That is if the SAGE didn't already override the FIPS code for an EAN?
