I believe what Gary Peterson is referring to here is that one of the proposed rules in the FNPRM is to require that EAS Participants monitor one or more IP source(s) such as IPAWS or a State CAP server, so he asks how under that new rule scenario one could reliably determine the cause of a missed received test.
Great question. Since the rules haven't been written yet, and since the FCC did not address this scenario in their proposed rules, you and others need to file comments with the FCC as to how you would like to see that rule written - or at least a comment that this issue should be addressed.
