Perhaps you are trying to apply today's rules to tomorrow's EAS?

As the guy the handles monitoring assignments here in my state, were we
already have a CAP system operational, I can tell you that I have NOT
dropped any of the legacy assignments.

With the Internet as a required input to EAS, how
do I determine why a test was not received?  It
seems as though this will be like trying to find
the proverbial needle in a haystack.
