[EAS] A question...

Under present EAS rules, if a RWT or RMT is not
received, the matter is to be "investigated" and
logged.
For instance, if I fail to receive a RWT from the
LP1 or LP2, I call their chief operator (engineer)
and ask why this might have happened. The usual
reason is something such as "Someone forgot to run
the test" or "Our equipment was sent in for
repair." I note the date/time and reason in the
EAS log and all is well with the world.
With the Internet as a required input to EAS, how
do I determine why a test was not received? It
seems as though this will be like trying to find
the proverbial needle in a haystack.
I don't know about anyone else's part of the
country, but the Internet (both ADSL & cable
modem) is not very reliable around here. Based on
my observations, most of the nodes are backed up
with a couple of hours of battery. After that,
the Internet is toast. We had some particularly
severe thunderstorms over the weekend and the
Internet was pretty much useless for a significant
number of hours. Even when the weather is
perfect, I sometimes receive an email that was
sent days earlier.
I'm wondering what exposure for EAS related fines
exists for Internet originated tests and messages
that are missed for reasons unknown.
