[EAS] A question...

I think Gary hit the nail on the head (as usual).

If anyone cares to share their ideas on the pros and cons of assuring that any missed CAP messages received via IP can be tracked.

The usual way to backtrack missing messages is to contact the originator. So does it make sense that there should be a way so CAP messages originators can post what they send by some means?
