[EAS] Identifying the Test on air

Another of the ambiguities in the rules... We've always considered once
a week to mean once during our broadcast week--4:00AM Sunday through
3:59AM the following Sunday--and schedule accordingly. One week might be
Monday, the next Saturday, etc. If the rule was interpreted to mean that
no more than 7 days could elapse between tests, it would contradict the
"random days" requirement, because once someone does a test on a Monday,
the next could be no later than the following Monday, and so on. It
would remove the ability to schedule random days and times.
We've always considered the TFT 8-day printout to be a friendly
reminder, and it's been useful. If it happens on a Friday, it's a nice
reminder that I need to call traffic and make sure that there's
something scheduled on Saturday. Invariably, they've been way ahead of
me...
