[EAS] Identifying the Test on air

The script our stations are running is very similar. They use their call
letters before and after the test to promote the fact that their stations
will provide emergency information. They are not only using the RWT--and the
RMT--to educate the public but also to promote their station. 

As for sponsoring the test--I use Home Depot as an example. If you haven't
seen their "Disaster" spot, it's a long shot of a Home Depot semi stopped at
a rural crossroads with a storm brewing on the left and clear skies on the
right. The truck's turn signal indicates a right turn. The audio is a
weather report and when the announcer mentions the storm threat, the truck's
turn signal switches to the left light and the truck goes left toward the
storm...very effective spot.

Most stations in this market use a brief introduction before running 
the RWT headers.  I find it rather surprising that it might not be 
done everywhere.  I know the FCC doesn't care, but it just seems like 
good programming to explain the funny noises coming from the radio.

The SECC wrote a script that is used in the aural message of every RMT:

"This is (name of agency) conducting a test of the Emergency Alert
System. In the event of an emergency, this system would bring you
important information. The following tones will conclude this test."
