[EAS] Identifying the Test on air

Most stations in this market use a brief introduction before running 
the RWT headers.  I find it rather surprising that it might not be 
done everywhere.  I know the FCC doesn't care, but it just seems like 
good programming to explain the funny noises coming from the radio.

The SECC wrote a script that is used in the aural message of every RMT:

"This is (name of agency) conducting a test of the Emergency Alert
System. In the event of an emergency, this system would bring you
important information. The following tones will conclude this test."
