I don't see why not. Since there's no script required for radio, I don't 
see anything wrong with what you're suggesting, which is a rephrasing of 
the TV script.

Section 11.46 seems to be a bit contradictory (big surprise!):

"§ 11.46 EAS public service announcements. EAS Participants may use 
Public Service Announcements or obtain commercial sponsors for 
announcements, infomercials, or programs explaining the EAS to the 
public. Such announcements and programs may not be a part of alerts or 
tests, and may not simulate or attempt to copy alert tones or
codes."

I *assume* this means that you can't do something like "Joe's Bait and 
Tackle brings you this test of the Emergency Alert System (insert header 
codes)", but the script you suggest, with no sponsor, would be 
acceptable. (If not, all of us on the TV side of things are in deep 
doodoo, because that's what we've done for years...) It's confusing 
because strictly interpreted, what you suggest is an "announcement... 
explaining the EAS to the public." But as I said, it's what we've been 
doing forever...

Maybe that's something else for the Part 11 rewrite...let us find 
sponsors for the RWT's and let us make a buck where we can these days... 
(I'm only half-kidding...) We have sponsors for school closings, we have 
sponsors for closed captioning, we make deals with clients to sell 
discounted NWR receivers to our viewers... what's the difference?
