[EAS] Identifying the Test on air

Out of curiosity has anyone done (or is it legal to do) a promo based
around an RWT?

For example:

"Kxxx is a participating station for the Emergency Alert System. When
you hear these tones (you send the actual RWT header here) know that
Kxxx will be delivering to you vital life saving information. (maybe a
few more seconds of verbiage about EAS then send the EOM tones at the
end of the promo)."
