[EAS] EAS on Internet Streams

It is not a easy as connecting one pair or another. I have locally produced music shows that must be covered by an entirely different source on the Stream but not on Radio. Two Arbitron encoders, one is analog the other AES. We also use a profanity delay that is not used on the Stream. We are in HD which causes another delay. We use two different processors for the Stream and FM. One is at the Studio and of course the other for FM/HD is at the Transmitter. Oh and I need to make sure the EAS box is in the right place in the chain. Is this before or after the AES router for selection of Studio, BBC, Classical, hourly news when automated??

Sorry if my response was misunderstood.
Of course I want the maximun number of people possible to receive all emergency alerts. In more ways than just emergency alerts a fully informed public is always best for everyone.
I was just trying to remind those (including myself) who are lucky enough to turn on their computer and click on IE (or firefox, or whatever) and have instant high speed access that there are lots of folks scattered around this good country that don't have that, and maybe never will.
