Also being a-political, continuing resolutions has been the mechanism of
funding choice since Clinton. It's not limited to the past three years.
Little long term planning has been implemented on many things for that
reason alone. Even the Military is fighting that battle.  It's like a
rudderless ship the past 20 years.
