Adrienne - I think that's basically correct.  The Federal fiscal year
(FY2012) starts on October 1, 2011, and Congress has not passed the budget,
but has continued agency funding under several continuing and "minibus"
resolutions.  A few agencies recently had a full year of funding passed by
the House, but I don't think DHS/FEMA was one of them.  Those that did get
funding were basically frozen at last year's level, or slightly lower.

This Collins bill would basically continue FEMA IPAWS funding at the
previous year's level, out through 2016.  Obviously, that means a slight
decrease over time due to inflation.  

The bill basically codifies the language of Executive Order 13407, which is
a reasonable thing for a couple or reasons (funding, as well as oversight).
The bill also appears to add stronger language on training, which is a good
thing.  

To Don's point about new money, there really is a "take and pay" attitude on
the Hill.  If you want to pay for something new, you need to take that money
from somewhere else.

I'm curious to see how this bill fares in the sausage making process...

Technically, no federal agencies are currently funded. The current
administration has not submitted a complete federal budget for the past
three years. Everything, including the FCC and FEMA, has been financed
through a series of "continuing resolutions".
