Thanks for the clarification. I didn't realize it was THAT bad. Kodos to the folks at FCC, FEMA, and the other feds for doing as well as they can under these conditions.
OK I am now convinced to send a note of support for the Collins bill.

Technically, no federal agencies are currently funded. The current administration has not submitted a complete federal budget for the past three years. Everything, including the FCC and FEMA, has been financed through a series of "continuing resolutions".
