[EAS] The case for wireless relay networks to reinforce EAS

Loss of distribution of national EAS messages is the concern furthest from my mind.  I know it is a top priority of FCC and FEMA, because they respond to the people at the top of the government food chain.  But, let's face it, an EAN is unlikely to ever be sent for a real event.  The scenarios for that are just really far fetched.  The only good reason for EAS at the federal level is to mandate a system that can be used at the state and local level.
 
The real role for EAS is for local and regional emergencies.  Where the resources for hardening the distribution system need to be expended is at the state, county, and city level, where real emergencies do take place quite frequently.
