AFAIK, the only historic quake in SC was the New Madrid centered one of
~1886(?) which wrecked many buildings in Charleston. There are still a few
old buildings there with "earthquake bolts" showing on the foundation.
I've never heard of any building codes there with quakes in mind, though I'm
sure there must be some. The new Cooper River bridge must be designed
appropriately, not just resting on the pluff mud........lol
The multi-million dollar refurb of the Statehouse in Columbia about a decade
ago included insertion of quake damper/slider things to support
it...............
I've experienced two quakes of, IIRC, ~4 in early 70s/late 60s, one shaking
me awake in bed, the other, in 18 storey bldg., I heard a sound like thick
slabs of concrete breaking, but don't recall any shaking........
Never saw a rack with EQ bracing, but in all really old installaitions I've
seen, they were bolted to the floor..
