[EAS] Earthquake

Hi, Bill & all:
Mr. Rudman believes that in some parts of California (and the rest of the Country) where emergency managers are dedicated to getting information to people at risk on what protective actions they should take when bad things happen, EAS and other warning systems can work.
As far as warnings for self-announcing events are concerned, here's what EAS messages can convey that would be useful to people in harms way:
1. Time and context sensitive reminders on what to do next. As a good friend of mine once said, "Panic makes you stupid."
2. Specific directions on what to do next. Example: Head for the hills. (Specifically which hills to head for, what roads to take, what to bring with you, and what to do when you reach them.)
3. Realistic reassurance that emergency management is on the case, or, in the case of really bad stuff, telling people they will be on their own for an extended period of time.
