Rich -

You might want to take a look at the way we are resolving the voice quality
issue here in Washington State.   As you may know, we are well underway
with our CAP system using Mystateusa.   We have pretty much eliminated
all the crappy sounding audio by eliminating the use of any analog voice
distribution (except for the back-up state and local relay networks)
Sources of EAS Messages are all sent to the CAP-Server in Text - Each
EAS box at the station level 'reads' the text - Problem solved.

IMHO - Voice transmission via EAS is great for presidential messages
etc...but not much beyond that for the reasons you mention.
