Tom - 

FYI - Washington State is rolling out it's CAP system now...
and yes, as you suspect, the Text is read by the EAS Box

So the only practical use then of this box for radio is to
> use some kind of text to speech converter

As for the entry points - Yes an Emergency 
Manager can enter the message on his lap-top
(even if it's on his nightstand) 

Re shipping an Audio File - Yes, if they want to.  However, 
as you suspect, everything is text these days.

Re. the Governor - We have no revised our plan (YET) 
but will likely not have any political voices to contend with.
Emergency Management will deal with creating the test.

Don't forget TV - They want an ACCURATE CRAWL - 
not Header Codes, with CAP they get it.

Re pricing - Whoa!  Where did you get those numbers?
