 I read ( some of ) the lengthy notice.

 They were causing harmful interference, and they admitted such.
 It really matters not to what.
 They did not shut it down immediately as so ordered.

 I have an opinion ( already expressed ) but at that point
 it becomes a lawyers game.
 Does the FCC have the authority to order a transmitter shut down ?
 Are there mitigating circumstances ?
 etc. etc.
