Exactly !  Rearranging your thoughts: dropping power to 25% only reduces 
field strength to 50%; doubling power does not double field strength, 
quadrupling power does..............so, a few % is much less than  it might 
seem.
I've had to explain this to non-technical types who were worried about the 
last tenth of a % power dozens of times
