Your "15% power advantage" amounts to a ~ +0.6 dB
increase.  An "S unit" is generally accepted to be
6 dB.  Not much of a gain.

The 90% to 105% limits from licensed TPO, common
point power or antenna base power set for
broadcasting amount to about -0.5 dB to +0.2 dB,
respectively.  Again, not a real big change on the
receive end.
