[BC] FCC response to complaint about incorrect tower registration information

A friend asked me to find out who owns a certain cell tower.
The ASR system's registration information appears to be years out of date.
We aren't mentioning any names or locations here, but the listed owner no longer exists, and the listed telephone number is disconnected with no forwarding number.
So I filed a "help" request with the Wireless Telecommunications Bureau. Their response was "file a change of address form".
I wrote back and told them that I'm not the owner, but that I was trying to find the owner.
They then said that I should tell the new owner to update its registration, if I have contact information.
I gave up at that point.
As it happens, I think I know who now owns the tower, but shouldn't the FCC care that the information is wrong? Shouldn't THEY tell the new owner to update its registration *and* to pay a small "gratuity" (i.e., a fine) for "being advised of the error" (i.e. "getting caught") ?
Or am I missing something?
