 For practical purposes, it is not all that important. Accurate measurement of power is required by the FCC, but has very little effect upon the signal strength. This is because the mV/m in the distance is directly proportional to the voltage (or current) in the transmission line. If the voltage (or current) was reduced by 1/2, the power would be reduced to 1/4.
