Just get a cheap sound-level meter:

See if the landlord specifies the allowable noise level outside your rented quarters. If not, it's up to the other renters to put up with the noise if it doesn't exceed the 80 dBa specified NIOSH.

Some adjacent renters will complain if there is __any__ sound that they didn't generate. If so, and you want to stay out of court, use earphones.
