[BC] Repacking the TV band

I know people in rural America who lost their OTA
TV when it went digital.  They had viewable OTA
analog pictures.  They got converter boxes and now
get nothing.  Some went to satellite TV.  One
couple I know has not had TV since the drop dead
date.  They tried all manner of converter boxes,
antennas and preamps.  Nada.  They now believe
that it has been a blessing in disguise.
