[BC] Directional Antenna Proofs - Ground systems.

Last year I saw a grant of a M-O-M proof on a directional with an elevated
ground system.

I can't recall the call letters - Alan Gearing probably knows which station
it was - he and I talked about it in the office ... let's just say I had
some reservations about the FCC grant as it was my understanding that m-o-m
proofs were not acceptable for elevated ground systems. I was going to
inquire with the FCC staff ...but forgot to do that at the time...and let it
slide.

WGNY AM is a 3 tower DA built in a swamp.  It has elevated radials, never
had anything else. EPA regs prohibited burying radials, or in fact clearing
much of the property.  There are 6 radials around each tower, common ends
are joined.  The radials are 20' above ground on phone poles, slanting down
at the tower bases..  The property is cleared only in 20' or so paths for
the counterpoise wires.  The wires are copperweld.  There are some
maintenance issues from trees or branches leaning over onto the
counterpoise.  In some places they will arc and burn through.  There were no
"extra" issues in filing for the license or CP, just a "normal" proof.  I
don't think that the FCC would accept a MOM proof, though.  There haven't
been any copper thefts (even of the strap between towers, which is up on
posts with the transmission lines).
The array is very visible on Google Earth in some imagery dates.  41 31
