Yeah, that's bogus, as is the pop-up.  Microsoft is not going to phone you and they're not going to offer to fix things for a price.  The easiest giveaway that something is bogus is the improper English they use in their pop-ups.  

Download ComboFix from the http://www.bleepingcomputer.com website (accept no substitute site!) and run that first.  Your MS Security Essentials should come back on the next reboot.  

I'm not sure why MSSE was disabled; it's normally excellent at finding this stuff before it causes malice.
