The FCC hasn't been on M Street for at least a decade. They are at the
Portals (12th & Maryland Ave SW). Now it is much more difficult to get to the
Public Reference Room as security at the entrance is airport grade. The FCC
Library is no longer available to the public. Some really old documents are
stored in a warehouse in Suitland, MD.
When I was doing research in the Public Reference Room, I made digital copies
with my portable, motor-driven document scanner attached to my laptop computer.
It was faster, easier and much less expensive. Some paper documents such as
very old fourth generation typewritten green onion skin were better scanned
in high resolution color.
