I would say that just one 60-second EAS message would not be heard by the majority of those 59,000+ people.  If they had turned their radios on to KGO, KCBS or some other station, they would likely be airing a mention of the fire every few minutes, so people could know to drive around to the Dumbarton Bridge or some other route.
