[BC] Usefulness of EAS

For Thunderstorms, Ambers, Flash Floods, ( exclude the RMTs ) ,

It sure would be nice if the endecs could day-part ...

When someone is available, set up a thirty minute auto-relay delay.
There's no good reason that when a live Jock is available, we should  
have to use the recorded alerts. It sounds unprofessional and clunky.

After everyone goes home, the hold time would be reduced to zero for  
faster relay of Tornadoes and Thunderstorms.

Looks like that could  ( should have been )  set up in software.
