That would be assuming that everybody has a bedside radio that is on but unmuted all night and that they carry a radio around in their pocket 24 hours a day.  Sorry, but I think EAS has somewhat limited usefulness.  And I spent several years as co-chair of our LECC ("local" in this case covering an area approximately the size and shape of South Carolina and requiring coordination between 3 California counties and 3 Arizona counties) and I still say that.  Maybe alerts broadcast to cell phones would be more effective, since everyone seems to have at least one now.  How does EAS alert everyone at 3 a.m.?
