Not until every church, mall, theater, or other gathering place is required
to monitor the local station with something that can decode the duck farts.

Until that happens, an analog microphone is the single most useful
method of alerting the population.  After that, a single or dual tone ( TT )
encoder/decoder is the least expensive way to trigger silenced alert  
receivers.

We have over-designed the system.
