It's not just the video issue the FCC is cautioning about. If there are
other specifications change to CAP, the IPAWS profile or the ECIG
implementation guide, the FCC reasoning was that such devices were "uniquely
susceptible" to the impacts of such changes. They state as much
specifically in the 5th R&O
Also, for both CAP and EAS, if a new national geo code is formalized by the
FCC (in the next year or so, to better handle EANs), updates would be needed
to the legacy gear in addition to firmware updates for the intermediary
device (assuming the legacy device is updatable).
In terms of cost, I'm not sure the cost differential between integrated and
intermediary CAP device is that wide. I'd also have to note that the DASLC
(DASDEC-LC) comes in configurations that is within the price point of an
intermediary device, give or take a few hundred.

As I understand it, the only difference between a new box and a converter,
is that the converter can't relay video.
The FCC will have three years to think about that: requiring radio to BE
ABLE TO relay video with its box.
I have six of them to buy so its the difference between buying 7K worth of
Gorman converters, or 14K worth of new boxes. The boat-anchor-designation
is not assured.
