My bet is that they may be running vertical. but I am sure on the license there is at least 1 watt horizontal. Just to say its not truly a vertical. Usually the horizontal is what pulls in the vert for the legal channel 6 protection. Every  vert non-com I have installed has alwas had  at least 1 watt horizontal even though there is no horizontal Element in the approve antenna.
