[BC] Scanners as IFB RX's

In this case, it's the VHF low TV band which 99% of two-way radios won't 
have.  The only viable option is either Comtek's insanely pricey 
receivers or typical scanners.  While the Comteks are likely built to 
withstand the rigors of broadcast use, I can buy several scanners for 
the same price and not be so mad when one gets broken, lost...or stolen.
