[BC] Scanners as IFB RX's

I was going to say R10 but you beat me to it.

I always listen to the rightsholder IFB during a game, they know about
trouble before anybody.  I've also used a Yaesu VX-5R simply because I
had it, but a transceiver is overkill and potentially problematic for
lots of reasons.
