[BC] How do people get Optimod Keys?

Most building and fire codes specify a minumum of 36" clearance "box" in
front of any electrical apparatus from the floor to ceiling. More if the
equipment is above a certain current or voltage rating.  They also specify
a minimum of 12" either side as well.  So not only does the construction
need to reflect that, operations needs to insure they're not blocking the
panels either. ESPECIALLY with any itme which might be flamable or easily
ignitable.

Locking panels is more a security matter to prevent purposeful tripping. 
Can you imagine a panel in any school being unlocked/unsecured?  I think
an ordinance requiring all AC panels being unsecured is a terrible
ordinance.
