[BC] How do people get Optimod Keys?

Um, down South here, it is strictly ILLEGAL to lock, or for that matter, to restrict access to a circuit breaker panel/main breaker. Right here in Tupelo, MS, we have been told we cannot lock the doors to two offices that have a circuit breaker box in them. Nor can we even put anything on the floor in front of them--that would hinder access.
