[BC] Hanging, locking computers

Changing operating systems to a non Windows variety is not a practical option. What is a good third party application that can be used to 
troubleshoot these kinds of problems that would cost under $100.00

The immediate problem at hand is, after installing an HP OfficeJet 7000 printer, it takes two minutes for the "printer" dialog box to appear on a network client machine. Even after waiting the two minutes, the print job never starts. When that happens, the application that initiated the print job stops responding.  All other network functionality is normal. The old Epson C88 printer never exhibited these problems.
